Does PNG restore quality the JPG lost?

No - JPG compression permanently discards some detail. PNG keeps what remains without losing more, but it cannot bring back what was already gone.

Will the PNG have transparency?

No - JPG cannot store transparency, so there is nothing to recover. The PNG is opaque like the source.

Why is the PNG file bigger?

PNG is lossless and stores every pixel exactly. The larger size is normal - use Compress Image if it is too big for your upload slot.
